How this tier list is built

Tiers are assigned from real tournament data, not opinion. Each OP-16 leader is graded on its win rate across tracked decklists and its placements in competitive events, then grouped into S (format-defining), A (strong), B (playable) and C (rogue) tiers.

The list refreshes automatically as new tournament results come in, so it always reflects the live metagame rather than a one-off snapshot.
